POST /search/pipeline
Create a new NamedSearchPipeline within the specified Organization.
The caller must be a Sage Bionetworks employee with ACCESS_TYPE.CREATE permission on the Organization.
The settings must hold exactly one normalization-processor;
weights, when set, must hold 2 to 5 entries in [0.0, 1.0] summing to 1.0;
lower_bounds and upper_bounds, when set, must hold 2 to 5 entries; the set
weights and bounds must hold the same number of entries; and z_score normalization
requires the arithmetic_mean combination.
